AI Chatbots Provide ‘Misleading and Partial’ Voting Advice, States Dutch Watchdog

AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a possible risk to democracy just over a week before national elections.

Study Shows Repeated Partiality in AI Suggestions

The four chatbots tested by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a analysis released ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the user’s input precisely aligns with the stances of these parties, the study pointed out.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the AP, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their political views, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on October 29 in an election that will be closely watched across the continent for the showing of the Freedom party.

The right-leaning group of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA seems to be closing, with many voters still undecided.

Every significant political faction have rejected a coalition with the Freedom party, meaning the party that comes second is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
